County changes janitorial service provider after customer service complaints

EDWARDSVILLE — The County Board earlier this month awarded a new contract for janitorial services at some county buildings after the present service provider, Advanced Outsource Solutions, received multiple complaints in recent months.

At its Oct. 19 meeting, the Madison County Board voted to approve a contract with CR Systems in lieu of exercising an option to extend the current one-year contract with Alton-based Advanced Outsource Solutions, a subsidiary of Challenge Unlimited. The current contract pays $232,602; CR Systems submitted the low bid of $230,000 this time around, which includes providing janitorial services to the county’s administration building, courthouse and the Madison County Health Department building in Wood River, among others.


The county’s Buildings and Facilities Management Committee voted in September to not renew the contract with Advanced Outsource Solutions. On Tuesday, Madison County Administrator Joe Parente said multiple customer services issues were reported since the company began cleaning county buildings last year.

“Any time you change janitorial contracts, there’s a period of time, a transition period, and the staff attempted to work with the management during this transition period. They never were able to get things quite right,” Parente said. “It was basically customer service-type issues — things not being cleaned, lights being left on, just a wide variety.”
